Our Story
Nearly 90 years of serving those who serve Los Angeles County
What began in 1937 with a small group of LA County employees has grown into a large, member-owned, not-for-profit financial cooperative dedicated to enriching the financial well-being of LA County employees. Our history reflects a long tradition of Angelenos serving Angelenos. Read our story to discover the milestones that shaped who we are today, and more importantly, how we got here!
It all started with an idea to support the people who served LA County (1937-1940s)
On September 28, 1937, ten dedicated Los Angeles County Sheriff's Department Deputies and a handful of other LA County employees signed the annual permit to operate as Los Angeles County Employees No. 11 Federal Credit Union, Charter number 2368. Their goal was to create a cooperative financial institution that supported the people who served the ever expanding greater Los Angeles Area.
The Great Depression had placed significant strain on families across the region. County employees saw colleagues facing financial challenges and joined together to build a member-owned, not-for-profit credit union grounded in communal support. It was the commitment and community of 65 members and a combined $149 in deposits that formed the foundation of what would later become First City Credit Union!
Early membership and purpose
Those first members way back in the 1930s were made up of:
- Los Angeles County employees
- Immediate family members
- Organizations connected to County employees
The shared commitment was clear: public service Angelenos serving Angelenos, who wanted a financial cooperative they could trust, built on service, stability, and a collective responsibility for each other.
Defining the field of membership
In 1939, the Credit Union submitted a formal list of County Departments and Agencies to the Farm Credit Administration and the United States Department of Agriculture to define its Field of Membership. There were many departments, including the following:
- Los Angeles County Sheriff's Department
- Los Angeles County Coroner's Office
- Los Angeles County Road Department
- Los Angeles County Mechanical Department
- Los Angeles County Janitors
- Los Angeles County Law Library
- Telephone Office
- Association Office
- Superintendent of Schools Office
- Otis Art Institute
- Labor Coordinating Bureaus and Crossing Guards
These groups represented essential services throughout Los Angeles County and formed the first member groups of the budding Credit Union.
Formalizing our foundation
On October 13, 1941, the charter was amended to officially include these departments and establish new bylaws. This step strengthened the mission that began in 1937 and set the direction for decades of cooperative financial services. The commitment to Angelenos serving Angelenos became a core part of the Credit Union’s identity.
Growth through service across Los Angeles County (1950s-1970s)
As Los Angeles County expanded, our Credit Union grew with it. Membership increased through the original member groups and through new partnerships that supported the County’s evolving public service landscape.
Expansion into education
On November 28, 1973, we requested National Credit Union Administration (NCUA) approval to amend our charter to include multiple school districts and their employees. This brought new groups into the community, including:
- Teachers
- Administrators
- Educational support staff
- The Associated Colleges of Claremont
These organizations and their people were helping shape the future leaders of Los Angeles County, and their inclusion strengthened our role as a credit union rooted in service.
A major cooperative milestone
In early 1977, we partnered with Public Services FCU to begin a joint building project. Together they planned and constructed Credit Union Plaza at 717 W. Temple. The name reflected the purpose of the project, which was to create a place where credit unions could work together to better serve their members.
A decade defined by partnership
This era reinforced the values that guided us as a credit union from our earliest days. Growth came through collaboration, community, shared purpose, and strong relationships with member groups throughout Los Angeles County.
A decade of bringing communities together (1980s-1990s)
The 1980s marked a significant turning point in our history. New partnerships and mergers expanded our member base and deepened the commitment to those who serve Los Angeles County.
Merging with Public Services FCU
In March 1982, we, named then as Los Angeles County Employees No. 11 Federal Credit Union, merged with Public Services FCU. The name remained Public Services FCU, and Charter number 2368 was retained to honor our 1937 founding. This merger brought important County and community organizations into our Field of Membership.
These included:
- Los Angeles County Department of Public Social Services
- Los Angeles County Department of Children and Family Services
- Los Angeles County Internal Services Department
- City of Hope
- Local 434
- Martin Luther King, Jr General Hospital
- Charles Drew University
- Additional community organizations
These groups represented social workers, healthcare workers, and public service professionals dedicated to supporting families and improving community wellbeing.
Additional mergers that strengthened the credit union
Two more mergers followed in this period:
- Pierce Associates Credit Union in 1984
- May Co Credit Union, later Robinson’s May Credit Union, in 1990
These additions expanded our member groups to include retail employees who served communities across Los Angeles County.
A new name that reflected continued evolution
In 1985, the credit union requested a name change that was approved by the NCUA. The new name became 1st City Savings Federal Credit Union, a title that reflected our growth while maintaining the heritage of the original charter.
A decade that broadened our impact
This chapter brought together people who played vital roles throughout Los Angeles County. Social service teams, healthcare providers, educators, and retail employees joined a financial cooperative that shared their commitment to communal service!
These partnerships broadened our reach and strengthened our role as a trusted member-owned financial institution.
Serving more Angelenos as our community grew (2000s-2010s)
The early 2000s marked a period of transformation that shaped the modern identity of First City Credit Union. Charter changes, rebranding efforts, and new partnerships allowed us to serve a broader community while staying true to our founding mission.
Becoming a state-chartered credit union
In May 2002, we converted from a Federal Charter to a California State Charter. This change allowed First City, as a Los Angeles credit union, to continue serving our long-standing member groups and also expand access to residents in communities near our branches throughout LA County.
During this period, we updated our name to First City Credit Union and introduced the swoosh logo that members continue to recognize today. The updated identity reflected a commitment to cooperative financial services and community-focused growth.
A major partnership with Focus One
Growth accelerated again in 2010 through a significant merger with Focus One Credit Union. First City had gradually added several hospital member groups over the years, which played a key role in strengthening this partnership. When the merger was completed in October 2010, three major healthcare organizations became part of the First City community:
- Los Angeles County General Hospital
- Children’s Hospital Los Angeles
- Huntington Hospital
Our new member groups included nurses, physicians, administrators, and support staff who dedicated their work to serving the public.
A decade that opened new doors
This era expanded our ability to serve County employees, healthcare workers, and community members throughout Los Angeles County. The state charter and the Focus One merger marked a major step forward in building a stronger, more accessible member-owned financial institution!

Honoring our founding relationship with the Sheriff’s Department
The Los Angeles County Sheriff's Department remains an important part of the Credit Union’s identity. This connection traces back to our original member groups in 1937. Today, the partnership continues through programs such as 999 for Kids, which supports vulnerable children across the County in partnership with the Los Angeles County Department of Child and Family Services, the Association for Los Angeles Deputy Sheriffs (ALADS), and of course the stations, jails, and administrative offices of the Los Angeles County Sheriff.

A membership as diverse as the County itself
The First City community reflects the vibrancy, commitment, and beauty of our County:
- Deputies and employees of the Los Angeles County Sheriff
- Social workers who assist Los Angeles County families in need like DPSS and DCFS
- Healthcare workers who provide essential care, including employees at LA County General Medical Center and Children’s Hospital Los Angeles (CHLA)
This small sampling represents the larger population of dedicated people who keep Los Angeles County running. And their service and commitment are truly at the heart of First City Credit Union’s identity.

Our growth has always been guided by the people who belong to it. Each new member group and community initiative reflects the founding principle of Angelenos serving Angelenos. The numbers tell part of the story but the real legacy lives in the members who support one another and build stronger financial futures, together.

For nearly 90 years, First City Credit Union has stood beside the people who serve Los Angeles County. Los Angeles County Sheriff’s Deputies, social workers, hospital staff, along with other County administrators and employees have shaped our story through their service and dedication.
